Yes. It's an old flag floor in a mill where the level of the flags is 250 to 300mm (varies) below the level of the roadway outside at one side of the building and even the timber floor is below the road level on the other side by about 300 to 350mm - so air bricks not possible.
The problem with these old flag floors is.that they are laid directly onto beaten earth, so when there is flooding in the area the water table rises to the point at which it comes up through the floor (seen that elsewhere) and that can accelerate the rot.
I've now cut out a large area of floor (enough to fill a 40 yard skip and a bit more), treated the floor edges and shuttered ready for the concreter. It is getting a crushed stone Visqueen then concrete on top
The bit on the right is a piece of concrete work done by a previous tennant (no DPM and they were supposedly building contractors) which will be cleaned up with a Stihl saw
