How can I dry out wet concrete outside in winter?

I need to paint a large area of car park, it's damp and the temperature is -2.
I have dried a small area with a blowtorch, but it's very slow.

Any helpful ideas please?
 
Ps the concrete has gone off, its just wet from the weather.

Concrete doesn't dry, it cures. Crystals from the cement grow in the presence of water, locking the materials together. This can only happen in the presence of moisture so you don't want it to be dry

You want to protect it from frost, as the freezing water will expand and jack the materials apart before the slow growing crystals lock it together

Cover it, and if you can do it with something that has some insulative value, like blankets or cloths, it's better. It will take a very long time to cure in low temperatures
 
He could have mopped it (your see this in F1 pit lane often after rain) but it seems unlikely concrete paint would dry well at such low temperatures anyway.
