I have started digging down to lay a patio, the plan was to fit a recessed cover around the manhole but I have noticed the top is higher than the patio level will be. The inside of the the inspection chamber is not brick so I am wondering if it is possible to lower or what other options I have?

You can probably chip off the concrete, disconnect the top ring, and cut it down to size or even miss it off completely. Or you might need to get a shorter ring(riser) for it.

As per Woody, but we use a 9" fella. It cuts and melts at the same time.

Leave the cover and riser alone for now. Pave all around close the IC or even just up to it on one elevation, so that you have an idea of material height. Factor in the lid, bedding and remove that amount from the riser with an angle grinder. Remove the lid and bed the frame and tap it down level with the surrounding paving. Put the lid back when the bedding mortar has firmed up a bit. You will need to do them separately so you have access to point and remove excess mortar.
