How to remove a 'stuck' ceiling light cover.

The 'housing' of one of the spotlights on ceiling cannot be twisted to remove so that I can take out and replace bulb. It seems like its stuck from a previous painting job. Any ideas what I can do to loosen it please? Pic attached, but its not too helpful as I can't really get it to show that its stuck. Thanks v much anyway!

Just put your fingers in and pull, only a strong spring holding it in. Then you can access bulb ,clean and refit.

If you cant get purchase on it you can use hot melt glue to stick a chunk of wood to it then pull - you can release the glue from the fitting with a drop of surgical spirit/meths.
