How to split an incoming feed

I'm working on a new build in Bulgaria. The supply company feed is 3-phase + neutral, 230/380 volts (actually about 170 V most of the time), total load rating only 15kW, which is standard here. I have installed a main isolating switch where the cable comes into the building and then run on from there to the location where the main distribution panel will be. My question relates to the physical interconnections inside the distribution panel...

The only distribution panels I can get hold of here are basically empty plastic boxes with 1, 2 or 3 DIN rails and one or two brass 10-way earthing blocks. I haven't been able to get hold of a bus bar here, so I was wondering if it would be acceptable to use Henley blocks for both phase and neutral? Thing is, the only ones I can get hold of are bare metal, so I would need to find a way of insulating them once in place. Any suggestions?
