I need advice on my garden

Hello I’m new here- I am living on my own and am no spring chicken and I am finding my garden a lot of work. I hopefully have posted a pic so you will see my dilemma. My garden is on levels and the photo is taken from a top terrace. We had the lower patio built 20 yrs ago and it is quite big. The slabs need to be relaid for the third time since building but I am considering having a deck built on top of the patio. There is no way I would have a wood deck as my neighbour has had his relaid about 5 times in the period I have had the patio. They just rot over time so a big no for wood. I am considering a composite deck thinking this will last longer and will just need to be swished down every year. Am I on the right track with this or is anything not patio slabs unrealistic in wet Wales . Any advice would be much appreciated I live alone and my brother who I would go to passed recently. I’m guessing composite would be costly but hopefully save money in the future. Many thanks Kay

The cement eventually cracks and the slabs move. the weeds then make their way through
 
If it were me, i would seek out a 'word of mouth' builder to quote to relay the slabs properly and to grout them accordingly....
