Identify and treat?

Starting to work on my outhouse building just need help identifying the roof inside and can I treat or prime and paint ? Or do I go about insulating it .

Looks like T &G chipboard to me. I'd just tape the joints and paint it.

You are asking two questions joe:- 1. You only need insulation if you need to keep it warm in winter; do you?
2. Most surfaces can be smartened up with a suitable paint - read the tins before you buy in order to get the right product.
