Inspection drain leak

I have an inspection drain with 5 lanes one lane is caped off but is leaking water due to rising water table ...
If i dig down behind the capping is there anything i can use to stop water permanently getting by the cap ....like rapid set concrete behind this cap (its never going to be used)
im unsure of concrete as i dont know how it will set around plastic eg temperature differences of the materials i dont want to have to dig it up at a later date
or some kind of setting polymer

So you have water trying to get into the drain, normally I find water trying to escape the drain with roots trying to get in.

As said, post some pictures.

Unless you're on a septic tank, I am not sure why this would be a issue. If I am right in think you have a preformed plastic chamber base, then the unused inlets should be sealed off with the appropriate blanking plugs, which if fitted correctly, will seal the unused inlets.
