indeedMany/most housing associations are set up as charities or friendly societies and run the properties through limited companies. So a mixture. They were set up to get round restrictions on borrowing by Council's. They are effectively private businesses in the way many charities are run for profit and the high salaries they pay the chief execs etc. The public service element was lost a long time ago.
