Is this rising damp?

Hi

I have recently noticed this change on a cable wall. Please see the picture.

There is some damp inside the wood within the electric box and I thought that I would pop on for some expert advice. The home was built in 2000 and a recent surveyor's report did not mention this change on the external wall.

This picture was taken after a few days of wet weather but it wasnt raining at the time of the picture.

The internal walls are fine.

No it’s a Wet wall. Will dry out.
