Leaking roof light/flat roof

We have had an ongoing issue with a roof light on a flat roof leaking sporadically. It will leak for a few weeks and then go away for months and come back again. When it started the first time (2 weeks after moving in) we had a roofer come round who said the felt needs to be replaced as it was a bit of a bodge job up there (its very high so we had to take his work for it). The leak went away for a while and then came back, and then no matter what the roofer tried after that, the leak would re-appear.

We are now getting second opinions to try see what the issue is it's been 18 months and it's still an issue. The drip is slow a we can't see any water damage to the ceiling around the window.

We had 2 new roofers round this week, first one said need to redo that portion of the roof completely...which obvioulsy we don't want to do as we did it once.

The next set of guys seemed more reasonable and said the light is incorrecly installed as there is no flashing around it, which, from my limited knowledge seems more feasible. I went up there with them and we still an't quite figure out where the water is coming through but I can now see the window itself looks in good condition so has to be the roof/where the window meets the roof. I have attached some pics, would like a third opinion ideally so be sure the fix is the correct one..

Use a hose to carefully soak the roof, at roof level only, around the window. Look for leaks inside..

Much later, soak the window so water is dripping off it all round.

This should help determine if the leak is somewhere on the window or somewhere where it joins to the roof
