Leaning fence panels and concrete posts

I am installing some new fence panels. The panels go between concrete post.

Some of the posts ae leaning. Two reasons for the leaning as far as I can see, 1) foliage from tree etc.. leaning on the panels and posts 2) the back of the garden on the other side of the fence is waste land and the level is higher than in the garden, level on waste land is up to the gravel board. The gravel board acts like a retaining wall.

How would you go about leveling the posts. Any suggestions
 
you could use something like a rachet strap as a winch to pull the posts back into your land if they lean away, or a post at 45 degrees and some wedges to encourage it the other way,

If you can get away with working on the waste land, you might be able to dig around the existing concrete, clean and wet it, and add more concrete in the post holes?
 
The land is owned by the council

The posts lean inwards

So digging out around the conrete base, then leveling the concrete posts and then pouring in more concrete over the concerete base
