I read somewhere that electric cabling cannot be covered with thermal plaster board (probably because it could heat up easily and maybe cause a fire), so what about the lighting circuit in the loft... is it safe and/or legal for the cabling to be amongst all of the insulation?

I've just moved into a new house, where hopefully the wiring is according to current IEE regulations. All the upstairs lighting cables are run in the loft, in some cases under the insulation. The ring main is 1.5 mm sq twin+earth, and is supplied from a 10A MCB on the consumer unit. There are only 8 lighting points upstairs, so the current is less than 4 amps, even with all the lights on at the same time. The cables do not heat at all. Whether or not this is legal I'm not sure, but it seems to be common practice.
