Limiting off topic and inflammatory posts

Does the forum software have the function to limit the number of posts that a member, other than the OP, can post in a topic.

So many threads are ruined by one or two people posting comments that are more about deriding other members than about educating the OP about the matter he or she has raised.

In which case, can I ask whether the mods apply any kind of time-out or suspension to members who are the subject of repeat alerts?

Not looking to name any names, of course, I just wondered whether this has happened in the past or whether it is a clear policy for all of the mods to apply?
