LOFT ADVICE REQUIRED...

Hi,
I'm cracking on with a full 1930's uk house renovation with couple extensions...I'm not far off roof height and got unsolved problems regarding loft floor boarding and insulation.
The existing loft floor joists are 3.5inch(h)x2inch(w) and sit across 4 internal load supporting walls. The extension joists are 5x2 i believe. Building regs insist on a 270mm-300mm loft floor insulation. What I want is the whole loft floor raised sufficiently to create 270mm insulation, small air gap and 18mm loft boards so that the whole loft area can be walked on. What's the most cost effective way of achieving this? All tiles will be removed from roof soon for new membrane and lathes to be installed so will have great access. I've heard so many conflicting methods....if you can throw me your idea, that would be brilliant!!!!
