Log cabin over 15m2

Im looking to build a log cabin at the rear of my garden which backs on to the rear gardens of 2 other properties, my ideal size works out to be 18m2 and will be within 1m of the boundaries. Now from my understanding I can not build this from a combustible material ie "wood" but i constantly see log cabins in my area clearly bigger than than 15m2 so whats the deal here, are people just chancing it? I don't really want to contact the council and ask questions unless i have to as that may draw unwanted attention.
 
You can build it but at that size it would need building regs approval. 15m2 is the limit to build without building regs, or 30m2 if it is non combustible.

I suspect most people don't bother. The council don't have teams going round checking. The risk is neighbours reporting you.

And I assume building regs would dictate that I can not use timber in the build? One of the neighbours would definitely be out there with a tape measure so just going ahead wouldn't be a good idea, maybe just build 2 of them instead then :)
 
Remember, it's the internal floor you measure so your 18m2 over gutters may be a bit smaller
 
Ah I assumed the measurement was taken on the outside, ok so if I were to build one in the style of this attached photo are the dimensions of the outside section taken into account?

Another consideration is "where exactly is the boundary". A neighbour kicking off about a building only a little bit under the 1m, might need a warning they risk starting a boundary dispute....

Ok so if i build it 1m from all boundaries i can build up to 30m2?
