it was actually 2016 and one news report says they were told to take it as it was left over other reports said they stole it after the leaders went through but if you look at the thousands of empty bottles laying right up the road that is not just leaders who have went through
 
As an organisers they should give water away. But do it in an orderly fashion, so all the commentary get some.

We had the tour of England come through our town.

Water was given to us, not taken as if we where in a desert.
