Make gravel bed suitable for mobility scooter

My wife's getting a mobility scooter and will need to get over a patch of gravel, I need to have a plan if she's not able to drive over it easily.

The gravel is about 8cm deep on average.

Should I remove some of the gravel first and then put some concrete on top?
Is quick set ready mix concrete ok?

I’d say remove at least 3-4” and then concrete on that. If it were me, I’d do the whole lot up to and around that drain cover too. No need for quick set - it'll go off overnight anyway.
