making a new access hatch for existing loft conversion

i have an existing paddle staircase to my loft conversion which i want to remove so as to return the space to the room it was built out of. the new access will be from the master bedroom. the question i need answering is do i need a structural survey before i cut a new opening which will be aproximately 1m to the right of the old staircase and be a simple hatch type door and a basic fixed stair/ladder against the existing old chimney breast so the foot of the stairs wil be aprox 3m from the partician wall. no joists will need to be cut to make the opening.
