I am looking for a small welding table, they all seem to come with rubber wheels , would i just clamp the earth to the table top or to the piece i am working on.

Both to the piece you are working on and to the table.

The work piece and the table must be at the same potential otherwise there is risk of the work piece being accidently arc welded to the table.

Large Arc welders should be declared to your DNO ( the company that maintains the local electrical supply network ). If the power taken by your welder causes fluctuations in the network supply voltage then you may get a visit from the DNO

I made a steel bench, with an old vice bolted to it. Anything needing welding, is clamped in the vice, earth clamps to the bench.
 
A perfect solution, and one that we always used in schools.
Unfortunately my MIG work (trailer repairs just now) means that my set has to be mobile.

Thanks guys so the rubber on the wheels will not stop it earthing . I think it's a gasless core mig welder

They do not earth through the wheels - the only earth, is via the earth clamp, which must be attached to the workpiece - either directly, or the way I do it, using my vice and metal bench.
