Sort of true. The titanic had some lifeboats because it was forced to. They wanted less on it. It was only a 12month certificate.It was; lifeboats became mandatory as part of SOLAS, which was introduced in response to the sinking of the Titanic.
In short, the Titanic was legally seaworthy (with regard to lifeboats, anyway), at the time of its sinking.

I said seaworthiness is about the vessels ability to cope with the reasonable conditions it can expect to face while at sea. This is according to its category classification. But since you have no expertise- you have no clue what this means and why it is entirely separate from requirements for a commercial passage which of course needs fire suppression, flares lifeboats, life jackets first aid kits, trained personnel etc.Sort of true.
