Yes you are right, home ownership rates are not evidence of affordability of having a home

However house prices are evidence of affordability of having a home, as it affects monthly rents and mortgage rates.

No supply and demand are the only thing that affects affordability. Our population is growing a fair bit faster than France and of course we are a smaller country where everyone appears to want to live in the SE. In France over heated areas have rent controls, but still the rents are pretty high.
