NEFF Oven bottom element...

After looking into replaccing the oven element I discovered there's another element that looks similar to the grill one, but located underneath the oven..
If it blows would it be necessary to replace it or could I leave it?

Replace it (assuming you actually use the oven, rather than just the grill).

Heat, other than IR radiant heat, rises - so yes you need to replace it.
