New toilet cistern not level

Hi
Purchase a new toilet and installing it but having issues with cistern not level. I’ve levelled the base as floor was out of level but the cistern is not level to the toilet. This only bolts on with two bolts (1 either side) and has a rubber washer in between the cistern and pan on the bolts and in the middle. There are no gaps where it is bolted on so unsure as to why it is vastly out of square, is this just a dodgy toilet? How do o square it up whilst ensuring it’s sealed correctly? Pics below

First one- check your levels (reverse them and make sure your spirit levels are reading true).
After rhat yes very likely an out of tolerance cistern (or might be the back of the pan which the cistern sits on) especially if its the £38 plus VAT job from the DIY sheds
Options;
The rubber washer in the mddle is thick enough to let you shim one of the bolts so the cistern sits level, try it & see what it looks like.
Shim the pan fixings so the cistern top is level, see what it looks like (should be less obvious if the top lines up with that grout line
Remove it, box it up, take it back & get another one. Try the new one in store, there'll be a batch with the same moulding flaw
 
Take the cistern lid off, is the top edge of the cistern level? If not, have you tighten the wingnuts down to the same level? Did the doghnut go in square and did the cistern go down straight onto the doughnut and pan before tightening?

hi thanks for the advice, removed cistern and put level where it mounts and that was not level but the bowl was so did as you suggested and put 2x penny washers between the cistern and pan on the LHS. Looks a lot better now

Excellent result. I've used tap washers before for similar problems, less risk of cracking the earthenware (should have mentioned that in the original post)
