No cold water to sink and toilet

Hi there,
I’m looking for some advice and posting on behalf of my old man.

On Saturday night, we realised that the shower was only giving out hot water. We went into the loft and discovered that loft insulation had fallen into the water tank. We got most of it out, but there was still no cold water.

Thinking some insulation had moved into the pipe, we hoovered the bath taps and removed lots of debris, these are now working. However we still have no cold feed to the sink and toilet. We’ve checked that no valves are shut also.

we called out an emergency plumber and he was there for an hour re-hoovering the hoovered pipes, even though we had explained we had already done this. He then said he had gone above and beyond in the time given, told us to purchase new cartridges and left.

Money is a bit tight at the minute, so if we can fix it ourselves, that would be preferable rather than calling another plumber.

The toilet fill valve will be blocked ,it may have a filter ,but will need the supply pipe to it removed to flush thru.
The sink tap may have the blockage at the spout end ( if you have seperate cold and hot taps). Take a pic of tap and post here.
