Yes, and it is also illegal to use a car cover, which hides the plates on the PH.

Nobody has the right to remove the cover to check.
Yes but if you 'accidentally' cover it with an advertising board on the front and an old dust sheet hanging out of your rear doors over the rear plate like most builder's do, you should be okay.

There is a vehicle down my street with the plates taken off. They where on. Is that illegal?
They may have been stolen.

Report it to the police, tell them you think it's been dumped by criminals.
