It depends on the fiscal budget that is available. A complete unknown until he is in power.

The so called pay review bodies associated with this sort of area are effectively controlled by what the gov will allow which is dependent on their budget which is set well ahead in time not accounting for any finance area whoopsies that may crop up. ;) eg massive levels of inflation and Truss like farces.

A possible solution is staged increases over several years so that budgets can cope.

There is also the headline inflation feature. Say years of 2%. Problem - specific stuff always increases at a higher rate - often essentials.
