Options for capping a chimney where the pot has been removed

What options do i have for capping a chimney where the pot has been removed? It looks like some has removed the chimney pot and placed a tile there instead.
The chimney is no longer used but water is now getting in the chimney so just wondering what the best way to cap it is?
 
anything so called "capping" a chimney stack must be a fixed permanent arrangement anything else is potentially dangerous - eg using "a rubble bag and duct tape" or "a tile".

why not post pics of the stack, the stack flashing, the flaunching and anything thats left on top of the flaunching?
by the time a chimney pot has perished its time for possible repairs to the rest of the items.

flues need ventilation from bottom to top and sweeping if made redundant.
 
Remove the tile and bed in a pepper pot terminal or a couple of brick vents either side of the stack.
Try that first.
