The overflow pipe is dripping. I have been researching how to stop it but am now confused as to where the pipe comes from. In my naivety I thought overflows just came from heating systems. I have now read it could be from the toilet.

How do I find out which it is coming from?
 
Look at where it goes. You need to work out where it comes out relative to inside. If it exits on a bathroom wall, it may be an overflowing toilet. If it comes out of your roof, that's where it originates...
 
It comes from the bathroom wall. The problem is that is where the heater is as well. There is only a cold water tank in the loft. Where it is on the wall doesnt seem to correspond to the position of the toilet or heater.

What do you mean by heater?
If you mean boiler what type is it?

If the dripping pipe is plastic and open ended then it will be from a toilet or storage tank - either large tank (domestic water) or small tank ( central heating F&E).

If the dripping pipe looks to be made of copper and curls back to the wall then this is likely to be a discharge pipe for a sealed system.

Can you upload some photos - it would help us to help you.

At this time, I’m of the mind that you’re confusing discharge with overflow and you have a defective PRV or undercharged EV or both.
