Painting over old peeling paint - New painter tips please!

Hi everyone

I'm in the process of filling holes and sanding walls before repainting. One thing that I am coming across is there are areas where the old paint is peeling showing the plaster (see photo). I started to use a little scraper to scrape it and the more I scrape... the more that comes off...

What do you suggest I do before repainting?
Should i just leave it as is, prime the plaster area and sanded filler areas and paint over OR keep scraping it off (problem is i can probably get stuck and scrape the old paint off all the walls (!!)

The previously applied paint looks awful.

The fact that it scrapes off quite so easily would suggest that the base coat was not sufficiently thinned. You can either continue to remove the rest or seal it and feather out the paint with filler.

Personally, I would remove the loose paint and start from scratch, but that is me...
 
You can't get stuck. The amount of paint there is finite. Painting over failing paint means the new paint could fail.
