Painting over old plaster

Hi, we have a flat from the 60s, where we just had wall paper removed. We are left with the old plaster and want to paint the walls with white emulsion paint. What is the best way to seal the plaster before painting? The decorator who removed the wallpaper suggested to sand the walls, paint over with a 50/50 mixture of PVA, let dry and then paint. Does this seem right?

Never use PVA. Use watered down emulsion (20% to 50% water, it doesn't matter much).
