Planning permission / External steps new rear extension

Hi question regarding planning permission on new extension.
Neighbour has built new extension with bifold doors at rear. The build is much higher than ground level.There was nothing on the plans regarding external steps & raised platform.

They have now built the external steps which are around 3 foot high so overlook onto our garden, from waist height. The landing step is also around 3 foot wide.

Should this have been included in the initial plans, therefore breach as over 30cm permitted development?

Yes they should have been included in the application. But they probably don't need permission, it's not a deck but a landing presumably?

Yeah landing and then one extra step. You could prob get a small patio chair on top step. They are visible from waist up when on landing step so intrusive for us.

It will need railings as over 600mm drop (I think)
 
Presumably they could stand in their open bifold doors and see into your garden also?
Guess so but the side on aspect takes it further out than the 7 metre extension & smoking on landing step etc. Didn't realise that the house would be so elevated from ground level when built.
 
Hmm, I was wondering if they were smokers. But surely you know where it would be sticking out and that they would need access to their garden from the planning drawings?
 
Very vague drawings. They kept the steps off the plans. Just didn't realise that the floor to ground level would be nearly 3 foot drop.
