Possible damp issues (from neighbours chimney?)

Hey guys,

I had peeling paint on the ceiling beside partition wall at top level of three story Victorian red brick terraced house.

I scraped it back but it's like chalk. I found layers of like a skim then paper then a wooden board. But I also have found cracks and they are also in the hot press to the left of the issue. I have roof space directly about the issue but can't see problems myself. But as I had damp coming down my chimney I feel like my neighbour may also.

The affected area is right beside where the neighbours chimney goes down.

That aside I want to paint over the affected area and the neighbour is council so can't see them fixing it anytime soon.

I have attached photos of all this hopefully they explain a little better.

Any suggestions? I really want to finish the hall paint work.

Unfortunately I have and he says probably is damp there but he's very much resigned to not getting work done to the house as he feels it's not his his house it's the council's.

I'm wondering what practical steps I can take though for the decorating?

Did he have ingress in the similar areas?
 
If it is the councils house then contact them as they would be responsible for it - if it is coming from their building.
 
He does have damp issues yes. It's something I'm going to pursue with the council. He doesn't really care/want to be involved.

In the meantime however is there a good way to plaster this/ any good medium term solutions?

I have sanded back to where it's not chalking anymore and was thinking about pollyfilla over the area to smooth out then prime then paint. Would this be advised or is there a better approach?

Pictures of the outside inc chimney might be useful, you need to get rid of the cause before you can treat the damage otherwise it will just happen again.
