Privacy glass on one pane of DG unit only? Regs

Someone mentioned to me that when a textured design privacy glass is installed in a double glazing unit, for a bathroom for example, it's a buildings requirement that the privacy glass only goes on one pane - not both.

Is that correct; if so, I wonder why this is the case?

If it's restricted to one pane only, is the privacy pane the external or internal pane?

As Cchoice says , normally external pane due to the use of Low e glass, you have to have a minimum energy rating in new upvc ( bizarelly not as important if just changing a sealed unit!)and to do that you need the low e pane, and only a laminate offers an obscured low e pane ( and even that seems to be disappearing in availability)
