Problem area with laminate flooring

Hi I'm currently in the last few steps to finishing my flooring installation. But I have a problem where I'm just stuck dead. I'm struggling to lock the board in as it needs to be lifted more than what I have the clearance for and its the stair beam causing my clearance issue. Any help/suggestions would be grateful.

I had a similar issue once fitting that style of laminate (click something or other)

I used the pulling bar, against a block of wood to (protect the laminate) and the hammer and pulled it together into the locked position.
 
I've sanded off the small vertical groove bit (assuming this is what you have in terms of then having to slot it in at a bit of an angle) when I've had this problem once, so the two planks can then slot together when laid flat on the floor, then using the pry tool and hammer as advised above.
