Radiator air vent cannot be removed using a spanner

I replaced the air vent and blanking plug at either end of one of my radiators by following the advice in the thread at this link:

I used an ordinary spanner.

I would like to be able to replace the air vent on another of my radiators which is shown in the photo below:

- but I do not know how, as there is nothing to use a spanner on.

The bright, brass-coloured sort-of-circular part in the photo is recessed by 6 millimetres as compared with both what surrounds it and the screw in the middle. I am able to bleed or vent the radiator using a standard radiator key but when I do so any water that escapes will trickle or flow down the end of the radiator. A plumber / central heating engineer fitted this vent two years ago. When I asked him about its looking different to other radiator vents, he told me that this sort used to be standard.

What are my options?
