radiator bleed valve change when lockshield is not shutting

I found on one radiator a rusty bleed valve that seems to be slightly weeping every now and then, and might explain why the CH pressure drops sometimes.
I'd like to change the valve (and in the longer term the radiator). I tried to isolate the radiator by closing the TRV and the lockshield (which is dodgy and shows sign of historic leaking) and then started bleeding (by turning the outer ring of the as the inner part of the bleed valve is partially snapped off) but it seems that the radiator valves are not closing properly as water keeps coming out of the bleed valve.
Is there any further trick I can try apart from draining down the system (which I'd rather postpone till it's warmer again)? Shall I try smearing some sealer into the thread?
 
Good point! I think I should be able to find a decorator's cap somewhere in my garage, so will try it. Thanks.
