I am attempting to render my cellar wall before treating it with vandex bb75 which i believe will damp proof the render.
However the walls were previously painted and removing all the paint completely is proving difficult. I have managed to remove most of the paint but they it is still obvious that they were once painted. If I paint the walls with a PVA mixture will this make the surface renderable or is every last bit of paint going to have to be removed because of weak spots
