Yes. More would be better, but only if you have the space.
What about the walls and roof (if applicable)?

No, it won't be the required standard. However, it depends on how easy it would be to add more insulation, as conversions can have some leeway if the work is too onerous and won't have more benefit.

Only have 60 mm at one end cos o slope of garage floor

Roof is ok cos bedroom above and walls are ok , 100 mm celotex
