Roofer reused old epdm on new boards, says it's ok?

Four years ago I used a building firm I later found out were cowboys. They installed a rubber roof on a small extension which leaked after one week. Fast forward to last week and I've employed a new roofer to redo the rubber roof on my half finished build.

I was quoted for a complete new rubber roof, new boards, EPDM and trims. They have reused the old joists. Anyway, I soon realised that the rubber is not new. I know this because the rubber has years of accumulated dirt, bird **** etc. The clincher is that I have 'before' and 'after' photos. There is exactly the same white lettering on the rubber in exactly the same place. Roofer at first denied this saying the new rubber had been standing in the yard for a few months and my old rubber had been skipped. When confronted with the photos he has apologised and admitted that they took the old rubber off the rotten boards because it was only glued at the edges. They have reused this on new boards. He has offered me £350 off the quote or to put liquid rubber on the roof.

I'm really annoyed with this because it's not what I was quoted for. Also, they've crudely hacked the edges of the plastic trim at the corners and not capped them. Is the roofer taking the **** or is he right about the old rubber?

Get another builder if it isn’t too late and you haven’t paid anything. I would have lost all confidence in them, especially catching them bang to rights reusing the old rubber and lying about it.
