Sealing under bi-folds

The underside of my bifolds hasn't been sealed. If you look under the exterior sill there's a smallish gap and I can see DPC sticking out but no mortar or sealant - is this normal and required for airflow of have my b'stard builders short changed the work again?

It's not been sealed because its difficult to get in there with a gun and nozzle, no excuse I know but that's why, get em back

So supposed to be sealed. I figured as much and it is definitely awkward!
Mortar or foam?

Foam, cut back then point over with mortar
