If you'd have conveyed that when it was asked it could have saved a lot of head scratching and typing as no amount of cable adjustment would make a jot of difference if the lever gives no control of revs.

I did 3 lawns today & with self propell im nearly running,so much so it shreaded the belt & ended up having to push it

If you move the throttle arm on the actual carburettor, does that vary the engine speed?
Yes, the throttle arm or lever on the carburettor you marked with red - try moving that back and forth, with the cable disconnected. Does it change the rpm?
OK. Take the air filter off, and look into the barrel/bore of the carburettor, whilst moving that arm back and forth, engine not running - can you see the butterfly opening and closing? Butterfly is a disk which gradually turns, to open up the port, as the arm is moved.
The high rpm, suggests this is permanently wide open, that the arm is doing nothing.

The left arrow points to a lever which I assume should rotate and hit the screw where the right arrow is pointing. This then sets the tick over ??
When mower is running at high revs the lever is where it is shown in photo. Moving it towards the screw then brings down the revs.
Is something missing or not quite working right.

Ok so butterfly you mention is connected via gold pin shown by red arrow.
So when engine is running the piece shown by blue arrow should rotate around and hit / touch where the green arrow is pointing.
Then that screw can alter tickover etc.
Well the blue arrow part stays where it is.
So I assume this is where the butterfly is wide open as you mention.
