I'm going to build a wooden frame out of 4×2 timbers ,place the timbers legs on pad stones and put a membrane underneath to stop weeds,will board the top ,and put a shed on top of 12 ×8 ...I did a deck opposite this afew years ago the same way and it's still solid.....any comments would be handy
 
If you can possibly avoid having timber down at ground level and use plastic instead, it will last longer.
 
What is a good simple base for a shed is to dig out about 4" and lay out some aggregate - MOT or whatever and then lay some concrete lintels across on which the shed bearers will rest. Very solid and easier than concrete. Blocks are fine as long as solid and level. Lintels a bit more expensive ~tenner each.
