Should I board over this glass as I am not sure if it's shatterproof?

It's for a rental property, so I need to make sure it's Safe.
There are 2 doors like this and one wall has glass near the top.

I don’t know if it would pass rental rules, but there is film you can apply to older glass.
pour building at work had it done as some windows date from ww2

That glass is unsafe , bomb film would make it very hard to break but probably easier to change the doors .
