Sleeper bedding before or after paving?

I want to install a 3m long and 50cm wide flower bedding made out of sleepers l

Is the best order;

1. Install sleepers (on top of compacted MOT and concrete them in)

2. Install aco drain (I am going to put this directly next to the sleepers) and also install patio edging

3. Put down and install remaining hardcore to correct level

4. Install paving

How tall is the flower bed? Unless you're building a retaining wall with them, you don't really need to concrete sleepers in, usually people fix them with timber or metal stakes. Remember the flower bed will need to drain (into the ground) and ideally be open to the soil underneath.
