Solar panels on garden office - do I need planning permission for installing?

I have a garden office - built to the max height and width dimensions.

Are there any planning regulations for installing solar panels on the roof?
The roof is flat and the panels need to be fitted at 15 degrees.

I asked my council and they pointed me to a website detailing planning permissions - there is no mention of installing solar panels on a flat roof.
Other things like being 5m away of boundaries etc are all met by the existing build.

In the absence of any clear guidance forbidding, I don't think I have any problems?

IIRC you still have to stick to not protruding more than 150mm from the roof surface so you are unlikely to be allowed to tilt them. In addition there are rules regarding how close to the edge and a requirement to show the structure is able to support them and any wind loading including uplift. If you spend more time searching all this info is readily available online.
 
Normally you can fit PV under PD rights to outbuildings, but there criteria - refer to schedule 2, part 14, GDPO 2015

Development is not permitted if the highest part of the equipment is higher than the highest part of the roof. So not PD in this case, you need to apply for permission.
