Seems to be an argument in favour of leaving the EU.

Can you provide a source for your information becauae it makes little sense without context?
 
Which is why the U.K. has put a stop on allowing relatives of most overseas students to legally come here from Jan 1st this year.

The Rwanda scheme was crowed about as a success. The Hostile environment was crowed about as a success, etc.

That indicates that non-EU born immigrants were also rising sharply.
