Strange thing on the fascia

Can someone please check this picture of fascia on the front of my house and advise what it is?

now removed ivy leaving the suckers behind is my guess

Hmmm.. must be before we moved in (~2 years ago). Is it a bad thing, so should I clean it and how?

My wife has noticed another powdery spotty 'thing' on the inside top edge of the same exterior wall, although it is on the inside of another window.
She says it keeps coming back despite cleaning. Is it related to the same ivy?

Looks like Wisteria damage, it clings on and often leave sticky debris when removed.
Need better photos of wall inside and out.

I wouldn't bother cleaning it off unless you intend to paint it.
