Stuck motorised valve on CH

I have two Honeywell 2-way motorised valves (1990 vintage) in my airing cupboard, one for CH and the other for hot water. The CH valve got stuck in the open position. I investigated best i could, took the cover off and managed to shift it by pushing gently in one of the brass cogs with a screwdriver. Seemed to work for a while but had now got stuck in the closed position. Tried to shift it again but it seems stuck fast. So I’ve temporarily pushed the small button in (as brass lever no longer reaching to push it) with end of a cocktail stick to keep heating running. Room stat now obviously unable to control the valve so need to switch off via switch in airing cupboard to turn off CH. Question is, is there a fix for this sort of valve without having to drain down the whole system? I attach a few pics.

Fitting a new actuator ( the whole tin box and its contents) doesn't require the system to be drained.
