Suspended Timber Floor

Evening,

Garden Room, I have a suspended timber floor with celotex between the joists, I'm about to put the chipboard floor down but I don't know if I should put a breather membrane or vapour control layerr in first?

Feel like I should know, but I don't....

Is it a heated room or unheated? Celotex is impermeable anyway, it is just the risk of frost below the floor is possible that would make a difference I think. If it was a wall one would control the permeability on both sides of the celotex.
 
For a garden room I can highly recommend this https://www.cwberry.com/cabershield-plus-chipboard-flooring-p5 To all intents it's totally waterproof. I left an offcut outside for ages - it didn't degrade, and I subsequently used it for something else! Great for construction, because if it rains after you have laid it, it doesn't matter. (assuming your roof isn't already on...)

If you already have ordinary chip, then no, I wouldn't put a VCL down- no point with celotex underneath
 
Yes it will be heated, but only when in use, my wife has adopted it as her office.

Ground frost could be an issue, possibly.
